We consider the problem of assigning alternatives evaluated on several criteria into ordered categories C1,C2,…,Cp. This problem is known as the multi‐criteria sorting problem and arises in many situations such as classifying countries into different risk levels based on economical and socio‐political criteria, evaluating credit applications of bank customers. We are interested in sorting methods that are grounded on the construction of outranking relations. Among these, the Electre Tri method requires defining multidimensional profiles that represent the “frontier” separating consecutive categories Ch and Ch+1, and assigns an alternative to categories according to how it compares to each of the profiles. The explicit specification of the profiles of consecutive categories can be difficult for decision makers. We develop a new outranking based sorting method that does not require the explicit definition of profiles. We instead require the decision maker to assign a subset of reference alternatives to the categories. To assign the remaining alternatives, each such alternative is compared to reference alternatives, and assigned to categories accordingly. © 2008 Wiley Periodicals, Inc. The client‐contractor bargaining problem addressed here is in the context of a multi‐mode resource constrained project scheduling problem with discounted cash flows, which is formulated as a progress payments model. In this model, the contractor receives payments from the client at predetermined regular time intervals. The last payment is paid at the first predetermined payment point right after project completion. The second payment model considered in this paper is the one with payments at activity completions. The project is represented on an Activity‐on‐Node (AON) project network. Activity durations are assumed to be deterministic. The project duration is bounded from above by a deadline imposed by the client, which constitutes a hard constraint. The bargaining objective is to maximize the bargaining objective function comprised of the objectives of both the client and the contractor. The bargaining objective function is expected to reflect the two‐party nature of the problem environment and seeks a compromise between the client and the contractor. The bargaining power concept is introduced into the problem by the bargaining power weights used in the bargaining objective function. Simulated annealing algorithm and genetic algorithm approaches are proposed as solution procedures. The proposed solution methods are tested with respect to solution quality and solution times. Sensitivity analyses are conducted among different parameters used in the model, namely the profit margin, the discount rate, and the bargaining power weights. © 2009 Wiley Periodicals, Inc. We consider a firm which faces a Poisson customer demand and uses a base‐stock policy to replenish its inventories from an outside supplier with a fixed lead time. The firm can use a preorder strategy which allows the customers to place their orders before their actual need. The time from a customer's order until the date a product is actually needed is called commitment lead time. The firm pays a commitment cost which is strictly increasing and convex in the length of the commitment lead time. For such a system, we prove the optimality of bang‐bang and all‐or‐nothing policies for the commitment lead time and the base‐stock policy, respectively. We study the case where the commitment cost is linear in the length of the commitment lead time in detail. We show that there exists a unit commitment cost threshold which dictates the optimality of either a buy‐to‐order (BTO) or a buy‐to‐stock strategy. The unit commitment cost threshold is increasing in the unit holding and backordering costs and decreasing in the mean lead time demand. We determine the conditions on the unit commitment cost for profitability of the BTO strategy and study the case with a compound Poisson customer demand. 相似文献

Local perceptions of the EU’s role in peacebuilding: The case of security sector reform in Palestine
ABSTRACTPerception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law. 相似文献

The end of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has the potential to plunge Europe and NATO into deep crisis. Russia’s continued violation coupled with the Donald J. Trump administration’s desire to balance against Moscow and Beijing could force a new missile debate on Europeans. Even though Washington is trying to assuage its allies, the specter of another round of INF missile deployments to Europe is not unrealistic. Meanwhile, NATO’s European members face a dilemma. Some want NATO to resolutely push back against Russia. Others want to avoid a new deployment debate, at almost all costs. The Kremlin will use these cleavages to weaken NATO. If not carefully handled, NATO’s response to the Russian missile buildup could lead to domestic turmoil in a number of European states and render the alliance ineffective for a prolonged period. Europeans need to act now and voice their preferences in the military and diplomatic domains. A number of different military options are available, below the level of deploying new INF missiles in Europe. However, Europeans need to consider trade-offs regarding crisis and arms-race stability. At the same time, it will be up to European capitals to conceptualize a new arms-control framework for the post-INF world, one that takes into account today’s geopolitical realities and the entanglement of modern conventional and nuclear forces. Given the Trump administration’s loathing of arms control, concepts of mutual restraint may well have to wait for the next US administration. In any case, that should not stop Europeans from taking on more responsibility for their own security. 相似文献

Ethnicity and ideology are frequently used to determine whether an armed group is hostile or friendly vis-à-vis the state. By contrast, I argue that the social structure of insurgent movements holds more explanatory power for their respective positions than ethnicity or ideology. To illustrate this, I apply Pierre Bourdieu’s concept of a contest between forces of ‘conservation’ and forces of ‘heresy’ to the current Afghanistan war. I demonstrate that the social structure of the Taleban renders them prone to ‘heresy’, while the formerly second biggest insurgent group, Gulbuddin Hekmatyar’s party, has rather been an impeded force of ‘conservation.’ 相似文献

We consider design of control charts in the presence of machine stoppages that are exogenously imposed (as under jidoka practices). Each stoppage creates an opportunity for inspection/repair at reduced cost. We first model a single machine facing opportunities arriving according to a Poisson process, develop the expressions for its operating characteristics and construct the optimization problem for economic design of a control chart. We, then, consider the multiple machine setting where individual machine stoppages may create inspection/repair opportunities for other machines. We develop exact expressions for the cases when all machines are either opportunity‐takers or not. On the basis of an approximation for the all‐taker case, we then propose an approximate model for the mixed case. In a numerical study, we examine the opportunity taking behavior of machines in both single and multiple machine settings and the impact of such practices on the design of an X – Q C chart. Our findings indicate that incorporating inspection/repair opportunities into QC chart design may provide considerable cost savings. © 2009 Wiley Periodicals, Inc. Naval Research Logistics 2009 相似文献
